Mission Viejo's New City Hall EV Chargers Work Best on Library Time

Mission Viejo already has 24 Tesla Superchargers at Kaleidoscope, rated up to 250 kW. On October 13, the city added two more public charging ports at 200 Civic Center. These are slow ChargePoint Level 2 units with no time limit and a posted rate of $0.35 per kilowatt-hour.

The two sites serve different purposes. Kaleidoscope is for a quick stop. City Hall is where you leave the car for an evening program or a long afternoon with a book. The Mission Viejo Library sits next door at 100 Civic Center, so its schedule largely decides how well the City Hall chargers work for you.

What the city actually installed

The City of Mission Viejo set these terms for the Civic Center stations:

  • Hardware: Two single-port ChargePoint Level 2 stations, for two charging spaces total.
  • Access: Open 24 hours a day, seven days a week, and paid for with grant funding.
  • Payment: Start a session in the ChargePoint app or with a credit card.
  • Rate: $0.35 per kWh, with no limit on charging time.
  • Idle rule: After charging ends, you have 60 minutes to unplug and move. After that, the city charges an inactivity fee of $5 per hour until the session ends.
  • Parking: Both spaces are reserved for EV charging only, and one is ADA-accessible.

In the comments on that announcement, a resident asked whether the chargers work with J1772 or need an NACS adapter. City staff replied that the stations have a J1772 connector and support both J1772 and NACS connector types. That reply answers a common question for Tesla owners and for drivers of other brands.

The stations went through City Council before they opened. On June 9, 2026, the council unanimously adopted Resolution 26-29, which established public EV charging fees. In a separate action, it awarded ChargePoint a five-year management and maintenance warranty subscription for the Civic Center stations. How City Hall compares with the rest of town

Here are Mission Viejo's public charging sites, with the details each operator publishes.

Location Operator Ports Top speed Connectors Pricing
200 Civic Center ChargePoint, city-owned 2 Level 2 J1772, supports NACS $0.35/kWh posted
Kaleidoscope, 27741 Crown Valley Parkway Tesla 24 Up to 250 kW Tesla Supercharger Shown in Tesla app
The Shops at Mission Viejo, 555 The Shops at Mission Viejo Tesla 10 Up to 72 kW Tesla Supercharger Shown in Tesla app
The Shops at Mission Viejo, 555 The Shops at Mission Viejo EVgo 2 50 kW CCS, CHAdeMO Live pricing in EVgo app or at charger

City Hall is the only site in the table with a fixed price posted in a public notice. At Kaleidoscope and The Shops, you see the price in the app at the time you charge. EVgo's listing for its two 50-kW stalls at The Shops sends drivers to the app or the charger screen for real-time pricing.

Non-Tesla drivers have one more step at the Superchargers. Tesla says only selected Supercharger locations are open to non-Tesla vehicles, so check the Tesla app for a specific site before you count on it. City Hall's ports take J1772 and support NACS, so most EVs can use them without first checking a network map.

City Hall is also the smallest site. Kaleidoscope has 24 stalls. City Hall has two, and one of them is the ADA-accessible space.

The library schedule sets your session

The chargers have no time limit, but the 60-minute grace period still matters. Ideally, charging finishes while you're busy nearby, and you get back to the car within an hour of that.

The library is the easiest place to be busy. It's right next door at 100 Civic Center, and its regular hours are:

  • Monday through Thursday: 10 a.m. to 9 p.m.
  • Friday: 1 to 5 p.m.
  • Saturday: 10 a.m. to 5 p.m.
  • Sunday: noon to 5 p.m.

Monday through Thursday gives you up to 11 hours, the longest window of the week. Friday is the tightest, with four hours in the afternoon. The chargers stay on overnight and on weekends after the library closes, but nothing next door is open then to fill the time.

Through the end of the year, the library is closed on Thanksgiving and the day after, November 26 and 27, and on December 24 and 25. It closes at 5 p.m. on December 31. On those days the chargers still work, but the library isn't there to pass the time.

Dates to plan a charging session around

From publish day through early December, these are the scheduled events within reach of the City Hall chargers:

  1. Thursday, November 12, 4 p.m.: DINO-vember at the library.
  2. Saturday, November 14, noon to 4 p.m.: The Fall Arts Festival and Fabric & Yarn Swap at Potocki Center for the Arts, 27301 La Paz Road. The festival has free fiber-art workshops and demonstrations. The swap gives away supplies for free, with no early entry. Potocki is not on the Civic Center campus, so plan on a short drive from City Hall.
  3. Monday, November 16, 4 p.m.: The "Overcooked" Showdown and Crafts at the library.
  4. Thursday, December 3, 6:30 p.m.: Meet the Author with Laurel Corona in the City Council Chamber.
  5. Friday, December 4, 1 to 4:30 p.m., and Saturday, December 5, 10 a.m. to 4 p.m.: The Friends of the Library Holiday Book Sale at the library.
  6. Through December 6: Abstract fluid artist Nevine Erian's work on display inside the library.

On a weeknight, the Meet the Author evening fits a charging session best. It starts in the evening, it's in the same Civic Center complex as the chargers, and it falls on a Thursday, when the library is open until 9 p.m.

Shorter events like DINO-vember or the book sale's Friday afternoon session can be one part of a longer stop. After the program, you can browse the stacks or look at the Erian exhibit until the car is done.

When the plaza gets busy

From late November, the Civic Center campus is also the site of the city's holiday season. The Mission Viejo Activities Committee lists Santa's Arrival & Lighting Ceremony at Civic Center Plaza, 200 Civic Center Drive, on Sunday, November 29, with festival activities starting at 3 p.m. and Santa arriving at 6 p.m. Santa's Workshop runs Wednesday, Saturday and Sunday evenings from December 2 to 20, 6 to 8 p.m., at Santa's Village on Civic Center Plaza.

All of this happens at the same address as the two charging spaces. If you plan to charge during one of those evenings, arrive early.

On a regular weekday, the City Hall chargers suit a different stop than Kaleidoscope's 24 stalls. You plug in, walk next door, and come back after a program or an afternoon of reading. On the posted rate, the only extra cost is the $5 hourly idle fee, which starts after the 60-minute grace period.
